LOOK: EMERGENCY PROCUREMENT BY THE GOVERNMENT DURING A STATE OF PUBLIC HEALTH EMERGENCY ARISING FROM COVID-19

The Commission on Audit (COA) and the Government Procurement Policy Board (GPPB) recently issued Joint Memorandum Circular No. 1 dated March 26, 2020, outlining the guidelines for emergency procurement by the National Government during a state of public health emergency arising from the COVID-19 pandemic.

Recall that on March 16, 2020, President Rodrigo Duterte signed Proclamation No. 929 declaring a State of Calamity through the Philippines due to COVID-19.

An Enhanced Community Quarantine was also imposed over Luzon until April 14, 2020 to stem the further spread of COVID-19 in the country.
